This is the latest in a series of blogs highlighting FirstNet’s Public Safety Advisory Committee (PSAC). The PSAC consists of members representing associations and agencies from all disciplines of public safety, as well as state, territorial, tribal, and local governments, and provides guidance and recommendations to FirstNet in carrying out its duties and responsibilities. Its input is invaluable to the development of the FirstNet network.

With the recent announcement of AT&T as FirstNet’s partner, FirstNet delivered State Plans that reflect the public safety priorities of states, territories, and the District of Columbia for the FirstNet network. FirstNet and AT&T are currently engaging with states to review their individual State Plans, which detail network deployment, coverage, products and services, and cost.

It is critical for State Chief Information Officers (CIOs) to be involved in the review of the State Plan and in the Governor’s Decision. Since state CIOs make decisions related to all types of technology across the states, territories, and tribal lands, they should play a crucial role in shaping a Governor’s decision on the State Plan. State CIOs across the country serve in a key technical capacity and provide guidance to governors and key state leaders as they make important network adoption decisions.

State CIOs are represented by the National Association of State Chief Information Officers (NASCIO), which provides products, educational materials and services to support their unique role in state government.  NASCIO has been supportive of FirstNet and has encouraged FirstNet to keep CIOs involved in State Plan development.  “Frequent and regular communication is especially important after FirstNet releases draft state plans which will require careful examination by governors and state CIOs,” a NASCIO press release says.

NASCIO is represented on FirstNet’s PSAC by Secretary Darryl Ackley, State of New Mexico’s CIO. FirstNet is working closely with CIOs throughout the State Plan review process to ensure a smooth and effective rollout of the network. This process has proven effective, and FirstNet welcomed New Mexico’s recent decision to opt in. Through continued coordination with CIOs and NASCIO, FirstNet hopes to see the rolling trend of opt-ins continue.

NASCIO holds two conferences per year; most recently in Arlington, Va., the session on Broadband/Wireless Connectivity discussed FirstNet in Wisconsin. NASCIO keeps its members informed through its website, as well as on Facebook, Twitter, YouTube and LinkedIn.
