Public works officials are a critical component of preparedness and response, working alongside law enforcement, fire, and EMS personnel to respond to emergency events. The American Public Works Association (APWA) serves as the leading organization representing municipal and county public agencies responsible for over 70% of the U.S. road systems and much of the nation’s other public infrastructure. APWA has been a valued member of the PSAC since its inception, making sure that broad interoperability is built into the FirstNet network.

FirstNet Authority Senior Fire Services Advisor Gary McCarraher spent more than 45 years in fire and EMS, serving as fire chief of three departments. At the FirstNet Authority, he works with fire services personnel to understand the needs of firefighters and how FirstNet can provide greater situational awareness when responding to wildfires and urban fires.

Nine years after the passage of the legislation that created FirstNet, retired Police Chief Harlin McEwen reflects on the evolution of FirstNet and how the network is benefiting first responders today.  Harlin also talks about the future of FirstNet and how new technologies, such as high-powered user equipment and Z-axis features, are “game changers” for public safety.  

Every year, the FirstNet Authority provides a report to Congress outlining the activities, operations, financial condition, and accomplishments from the previous fiscal year. Tom Shull, FirstNet Authority Director of Legislative Affairs, provides an overview of the FirstNet Authority’s Annual Report to Congress for Fiscal Year 2020.

Emergency Medical Services (EMS) providers respond to life-threatening emergencies, serve as part of the community healthcare team, and help safeguard communities nationwide. The National Association of State EMS Officials (NASEMSO) is a nationwide organization that develops EMS policy, acts as a voice for the EMS community, and provides information and research on EMS-related issues. As a member of the FirstNet Authority’s Public Safety Advisory Committee, NASEMSO provides feedback on issues that are important to state EMS officials.

The FirstNet Authority continues its after action review of the bombing of an AT&T building in Nashville, Tennessee, meeting last week with public safety officials and FirstNet subscribers in states that were affected by the service outage.

FirstNet is pushing the envelope for public safety communications, opening up new capabilities for emergency managers and the first responders they work with. Through real-time data sharing, tools like the Advanced Network Status Tool, and advances in 5G, FirstNet is shaping the future of emergency management.

The National Association of EMS Physicians (NAEMSP) represents over 1,500 paramedics, physicians, nurses, administrators, educators, and researchers. NAEMSP provides educational resources and evidence-based guidance to its members and partners with organizations and federal agencies as an advocate for EMS-related decisions. As a member of the FirstNet Authority’s Public Safety Advisory Committee, NAEMSP provides input on issues that are essential EMS practitioners.

City and county managers are represented on the First Responder Network Authority’s (FirstNet Authority) Public Safety Advisory Committee (PSAC) through the International City/County Management Association (ICMA). ICMA is a non-profit organization, founded in 1914, whose mission is to advance local government by supporting excellence in professional management. ICMA provides professional development, training, and research on a wide range of topics, including public safety.

The National Association of Emergency Medical Technicians (NAEMT) is a national association representing all EMS practitioners, including paramedics, EMTs, and other emergency response personnel. As a member of the FirstNet Authority’s Public Safety Advisory Committee, NAEMT provides input on issues that are essential to emergency medical technicians.

The FirstNet Authority Public Safety Advocacy team is engaging with public safety to better understand the operational and technical needs of first responders. These engagements give the public safety community important information on the network, the FirstNet Authority Roadmap, and the many resources available for public safety operations.

The International Association of Emergency Managers (IAEM) is dedicated to promoting the principles of emergency management and the work of those who protect communities during emergencies and disasters. As a member of the FirstNet Authority’s Public Safety Advisory Committee, IAEM provides input on issues that are essential to emergency managers.

The National Volunteer Fire Council (NVFC) provides resources and advocacy for volunteer firefighters, EMS, and rescue personnel across the nation. As a member of the FirstNet Authority’s Public Safety Advisory Committee, the NVFC brings the voice of volunteer fire, EMS, and rescue services to the deployment and operation of the FirstNet network.

At the March 2020 FirstNet Authority Board and Committee Meeting, updates were made to the Public Safety Advisory Committee’s (PSAC) charter to improve the PSAC’s operations in order to best support the FirstNet network and the first responder community.

The FirstNet Authority Public Safety Advisory Committee (PSAC) held its bi-annual meeting in Austin, TX, where more than 20 PSAC members gathered to discuss 2019 activities and accomplishments and 2020 goals and initiatives. The FirstNet Authority’s Public Safety Advisory Committee (PSAC) formed a Strike Team to examine the Centers for Medicare and Medicaid Services Emergency Triage, Treat, and Transport program. Chief Jonathan Olson of Wake County, NC EMS and FirstNet Authority PSAC Executive Committee member, details how the FirstNet network is uniquely situated to support this program and how under this program, patients will receive increased access to the services they need.
