The FirstNet Authority is proud to serve the men and women of public safety with innovative solutions that can make their jobs easier, more efficient, and safer.

The Boise Fire Department in Idaho acquired a Compact Rapid Deployable, giving the agency on-demand access to enhanced coverage when and where it’s needed. The asset and FirstNet’s reliable, dedicated connection will help the agency navigate emergencies and disasters, from wildfires to every day incidents.

Emergency management agencies are turning to the FirstNet Authority’s planning tools and support mechanisms — including an exercise inject catalog, event pre-planning program, and post incident/event review process — to help emergency managers and other public safety officials integrate broadband into their daily operations and emergency response. Through collaborative efforts with our team, responders across the nation are leveraging these offerings as part of their SMART approach to emergency management.

The Washington Military Department joined FirstNet, giving its disaster response and emergency management teams a dedicated, reliable broadband connection. The Washington Military Department also has on-the-go coverage wherever they need it with a Compact Rapid Deployable. This asset helps emergency management teams connect with other first responders during incidents.

The FirstNet Authority’s Emergency Management Community of Practice has developed a resource guide for emergency managers. The guide includes an overview of features and functions that may be used in their daily and emergency response roles. Many of the topics covered in the guide are applicable for coordinating response in the field or when an Emergency Operations Center has been activated.

The deployables program is unique to FirstNet.

The FirstNet Authority’s Public Safety Advisory Committee (PSAC) held a business meeting to report on committee operations, the progress of strike teams and working groups, and FirstNet’s most recent accomplishments and activities.

During its third quarterly meeting of 2021, the FirstNet Authority Board approved a $253 million budget for Fiscal Year 2022, with a focus on overseeing deployment of the nationwide public safety broadband network, supporting public safety engagement on their communications priorities, and directing investments in the network based on public safety’s feedback.

The second quarterly Third Generational Partnership Project (3GPP) Plenary e-meetings of 2021 focused on the completion of Release 17 (R17) stage 2 (architecture) work and preparation for prioritization of features for R18. The group declared the stage 2 work frozen, while allowing some work items to continue into the third quarter of 2021. At this time, the R17 stage 3 (protocol) freeze date remains on schedule for March 2022.

Governor Dan McKee, Director Marc Pappas of the Rhode Island Emergency Management Agency (RIEMA), the FirstNet Authority, and AT&T unveiled new FirstNet equipment and technology for Rhode Island first responders.  As part of the state’s plan when opting into FirstNet, AT&T has delivered 2 new Compact Rapid Deployables (CRDs) to RIEMA. Rhode Island is the first state in the country to receive CRDs as a part of the state’s decision to advance its public safety broadband communications with FirstNet.

Last year, firefighters on the west coast battled a relentless string of fires prompting mass evacuations, destroying thousands of homes and threatening dozens of communities. As the fires and the pandemic continue to pose a double threat, FirstNet worked as it was intended by giving first responders prioritized and preemptive service to make sure that emergency communications always comes first. FirstNet prioritizes first responder communication ahead of non-emergency communications – and that has made all the difference in keeping firefighters safe as they protect communities and save lives.

At the First Responder Network Authority (FirstNet Authority), our goal is to support public safety in operationalizing their network, FirstNet, and ensure it continues to evolve to meet public safety’s communications needs. As part of our engagement efforts, we spoke to several wildland firefighters and agencies about lessons learned of using public safety broadband for combatting wildfires. Here are their takeaways and key things to keep in mind when it comes to using FirstNet to support the frontlines.

Teton County is a rural county in northwest Wyoming. Situated in the Teton Range, the county experiences weather hazards including fires, floods, and wintery conditions, as well as earthquakes, landslides, and avalanches. Teton County first responders rely on FirstNet’s hardened network to stay connected in the most remote parts of the county and during tourist season when cell networks grow congested.

The First Responder Network Authority (FirstNet Authority)  worked together with the public safety community to understand their critical communications needs. To make use of mobile broadband for daily operations and emergencies, first responders told us they needed the network to be available when and where they needed it most.The FirstNet fleet of deployables now consists of more than 100 assets available to FirstNet subscribers by request.

When the computers in their patrol cars began slowing down, officers with the Milford Police Department in Delaware were unable to access databases and reporting software. After switching to FirstNet, the department has a reliable connection, enabling officers to use mission critical capabilities and to seamlessly upload video from dashcams and body-worn cameras.

Broadband infrastructure can be sparse and inconsistent across many parts of Indian Country. When the COVID-19 pandemic struck, this lack of infrastructure complicated efforts to provide tribes with critical food supplies and personal protective equipment. FirstNet deployable assets enabled the National Tribal Emergency Management Council to coordinate logistics and deliver millions of pounds of food and resources to tribes across the nation.

The National Tribal Emergency Management Council (NTEMC) works to help tribes across the country build sustainable emergency management programs. When the pandemic hit, NTEMC began supporting Indian Country by leading logistics to distribute food and personal protective equipment. NTEMC requested FirstNet deployables to support communications in rural areas, allowing the non-profit to carry out operations.

The Milford Police Department in Delaware uses hundreds of gigabytes of data each month, uploading dash and body-worn camera footage and using ticket and reporting software provided by the state. FirstNet’s reliable, dedicated connection and priority and preemption features ensure officers can communicate, share data, and stay connected to data capabilities in the field. 

The first quarterly Third Generation Partnership Project (3GPP) Plenary e-meetings of 2021 recently concluded. At the March meetings, the 3GPP momentum continued with more Release 17 progress and a focus on the upcoming June deadline for stage 2 (architecture) work. There were major discussions on the use of the 5G New Radio (NR) sidelink interface to support both user equipment (UE) to network (U2N) relay and UE to UE (U2U) relay.
