The National Telecommunications and Information Administration at the U.S. Department of Commerce announced that Secretary Howard Lutnick has partnered with AT&T to secure an additional $2 billion in value to benefit public safety under the First Responder Network Authority (FirstNet) Nationwide Public Safety Broadband Network (NPSBN) contract.

From natural disasters to mass casualty incidents — and even acts of terrorism — America was struck by tragedy early in 2025. These events tested the resolve of our country and put pressure on the nation’s emergency response systems. First responders once again rose to meet these challenges head on, and the FirstNet Authority is proud to support them.

AT&T announced a new FirstNet cell site during a special event in Hagerstown, Maryland that featured federal and county officials, local public safety personnel, business leaders, and representatives from AT&T. This new site is part of AT&T and the FirstNet Authority’s 10-year, $8+ billion investment commitment into the FirstNet network – including launching 1,000 new cell sites to further expand the reach of public safety’s dedicated Band 14 spectrum across the country by the end of 2025.

In February 2024, the AT&T wireless network experienced an outage that impacted service to AT&T’s commercial customers and affected some FirstNet subscribers. Following the outage, the FirstNet Authority stood up an After-Action Task Force to verify the cause of the outage and better understand the impact to public safety users of the network. The Task Force also developed key recommended outcomes that aim to improve future response to network incidents.

The FirstNet Authority Board approved a full 5G upgrade to the FirstNet wireless network. This investment will extend 5G service to all FirstNet users across the U.S., bringing faster service and more capacity to first responders.

In the early hours of the morning on February 22, 2024, our network partner, AT&T, experienced a broad outage that impacted public safety users of FirstNet. The FirstNet network was restored by around 5:00 a.m. CST — about 3 hours since service was initially affected for some FirstNet subscribers across the country. The FirstNet Authority is working with AT&T to implement strategies and corrective actions to help prevent FirstNet from experiencing an outage like this in the future.

The FirstNet Authority’s public-private partnership with AT&T achieved a major milestone by completing the initial network buildout in all 50 states, 5 territories, and the District of Columbia. This buildout serves as a launching pad for the future of FirstNet, or FirstNet 3.0. The completion of the initial five-year buildout of FirstNet represents a defining accomplishment for public safety’s network. With the initial buildout completed, the First Responder Network Authority is shifting to the next phase of evolving, enhancing, and expanding FirstNet, focusing on constant innovation to ensure first responders can reliably communicate and access advanced, purpose-built solutions to keep both themselves and their communities safe.

The volunteer EMS community is a vital part of our nation’s public safety efforts, especially in rural areas. FirstNet provides important communication benefits to all first responders. Chief Sylvia Moir is a police executive with more than three decades of local police practice and over a decade of experience as a chief of police. She was appointed to the FirstNet Authority Board by the Secretary of Commerce in October 2021. During September, we remember the tragedy of the 9/11 attacks and recognize National Preparedness Month. These events serve as poignant reminders that emergencies can happen at any time, and it is critical for first responders to be prepared. The FirstNet Authority is working to strengthen emergency preparedness through ensuring the men and women of public safety can communicate when and where disaster strikes.

The FirstNet Authority’s law enforcement expert, Harry Markley, recently sat down with Sheriff Peter Koutoujian who leads the Middlesex Sheriff’s Office in Massachusetts. Sheriff Koutoujian was appointed in October by the Secretary of Commerce to serve on the FirstNet Authority Board. The discussion covered the sheriff’s approach to law enforcement, his views on FirstNet’s value, and what he hopes to accomplish on the Board.
